Mr. Armstrong was born in Norfolk and was employed with Hercules Fence Company. He was a member of Avalon Church of Christ. Arthur T. "Art" Banks, 79, of Washingtonville, passed away Tuesday, February 27, 2024 at Watsontown Health and Rehabilitation Center, Watsontown.
Born October 9, 1944 in Norfolk, Virginia, he was the son of the late Charles A. and Ruby B. (Oslin) Banks.
Art was a 1963 graduate of Norview High School in Norfolk, Virginia. He worked at PPL, TRW, and briefly owned his own electrical company. He also owned and operated Banks Village Apartments in Washingtonville. Art loved to work and really enjoyed his apartments.

Elmer Ray Barnes, 73, of Norfolk, VA, passed through the Golden Gates to be with our Lord on Tuesday, December 12, 2017, at Sentara Leigh Hospital.
Ray is survived by his beloved wife of 45 years, Brenda; beloved son, Curtis; his brothers, Michael and Arnold Barnes; his sister-in-law, Karen Barnes; and sister, Joan Burk. Ray was predeceased by his daughter, Donna Barnes and parents, Evelyn and Elmer Barnes.
