Cecil H. Armstrong , 49, of the 3900 block of Marina Lake Road, a general manager, died Nov. 10, 1993, in Chesapeake General Hospital. Mr. Armstrong was born in Norfolk and was employed with Hercules Fence Company. He was a member of Avalon Church of Christ. Arthur T. "Art" Banks, 79, of Washingtonville, passed away Tuesday, February 27, 2024 at Watsontown Health and Rehabilitation Center, Watsontown.

Born October 9, 1944 in Norfolk, Virginia, he was the son of the late Charles A. and Ruby B. (Oslin) Banks.

Art was a 1963 graduate of Norview High School in Norfolk, Virginia. He worked at PPL, TRW, and briefly owned his own electrical company. He also owned and operated Banks Village Apartments in Washingtonville. Art loved to work and really enjoyed his apartments.
